Pennsylvania State Grant (Pheaa) Eligibility for Pennsylvania State Grant requires that you be a state resident for at least one year prior to the date of application. You must also be at least half-time (minimum six credit hours each semester) and enrolled in an associate degree program. Students are required to make satisfactory academic progress. For each academic year (fall, spring, and/or summer term) during which PA State Grant aid is received, a student must successfully complete the minimum total number of credits appropriate to the student's enrollment status during the terms for which PA State Grant aid was received. Unlike a Pell Grant, which distinguishes between less than half-time, half-time and three-quarters time, PA State Grant awards on a full and part-time basis. The minimum number of credits to be completed for a full-time semester is twelve. A part-time student would be required to complete six. Summer sessions can be used to make up a lack of progress from the prior academic year or be used as a "counter" for PA State Grant purposes. When no summer PA State Grant is awarded, those credits can be applied toward academic progress. If however, there is a summer award for full or part-time attendance, then progress must also be checked for the summer. Although remedial classroom training cannot be counted toward a degree, students who are taking remedial coursework may be eligible for PA State Grant assistance. Please contact the Financial Aid Office regarding the number of remedial credits that are permitted by either full or part-time students. If you received PA State Grant assistance at another institution, an academic transcript will be required so that a progress check can be made at the appropriate time. Noncompliance with this requirement will mean cancellation of your PA State Grant.
Students registered at the Wilkes Barre Center will be ineligible for the PHEAA State Grant. PHEAA defines a term as being approximately 17 weeks. Sixteen (16) or more weeks are acceptable to be eligible for the State Grant. Classes at the Wilkes Barre Center are 10 weeks.
Students attempting classes on-line are required to complete 50% of the required credits for your degree under “classroom instruction”. Classroom instruction is defined by PHEAA as educational activity normally conducted in person within an educational institution under the supervision of a faculty member. This does not include correspondence courses or on-line or video tape courses used in the home setting. Students who attempt more than 50% of course work on-line in each semester, will not eligible for the PHEAA State Grant.
Classroom Instruction is defined as:
At least 50 percent of the minimum program length (as stated below*) and in no case fewer than 30 semester credits or 900 clock hours, must be earned through classroom instruction. In addition, at least 50 percent of the total credits or clock hours needed for completion of the program must be earned through classroom instruction in each semester. PHEAA defines “classroom instruction” as educational activity normally conducted in person within an educational institution under the supervision of a faculty member. Included within this definition would be faculty instruction within a laboratory, shop or hospital clinical setting. This does not include videotaped courses used in the home setting, correspondence courses or on-line courses.
Distance education or on-line courses and programs must be monitored each semester by the school to ensure that the student meets 50% classroom instruction requirement. Student, enrolling in programs which by definition are on-line programs, have no intention of meeting the 50 percent requirement and thus are not eligible for State Grant aid at any point.
